Who Can Apply: FCIP Eligibility Criteria

To qualify under the FCIP, applicants must meet several requirements:

  1. Job Offer from an Approved Employer

A valid job offer is the cornerstone of FCIP eligibility and must meet the following criteria:

  • Full-time, non-seasonal, and indefinite employment.
  • At least 75% of duties must be performed within the selected community.

  1. Certificate of Recommendation

  • Demonstrates French proficiency at NCLC level 5 or above.
  • Provides valid educational credentials.
  • Genuinely intends to reside in the community.

Note: The certificate is valid for 6 months only.

  1. Work Experience Alignment

Work experience must align with the TEER (Training, Education, Experience, and Responsibilities) level of the job:

✅ Work experience must be continuous, full-time (or equivalent), obtained within the last 3 years, and match the official NOC job description.

  1. Exemption for International Graduates

Graduates from eligible institutions in pilot communities may be exempt from the work experience requirement if:

  • They studied full-time.
  • Their credential was obtained within 18 months of the PR application.
  • For programs shorter than 2 years, they lived in the community for at least 16 of the last 24 months.
  • For graduate-level programs, they resided in the community throughout their studies.
  1. French Language Proficiency

All applicants must take an IRCC-approved French language test (e.g., TEF Canada, TCF Canada) and score at least NCLC 5 in all four skill areas: listening, speaking, reading, and writing.

  1. Educational Credentials

Minimum required education is a Canadian high school diploma or an equivalent foreign credential. If educated outside Canada, an ECA (Educational Credential Assessment) from a recognized organization must be provided (not older than 5 years).

  1. Proof of Funds

Applicants must prove they have sufficient funds to support themselves and their families upon arrival, equivalent to 50% of the annual Low-Income Cut-Off (LICO), based on family size.
