Introduction
Canada has long embraced cultural and linguistic diversity as a cornerstone of its immigration policy. In line with this commitment, the federal government launched the Francophone Community Immigration Pilot (FCIP) in 2025. This innovative program is tailored for French-speaking applicants who wish to live and work in smaller, rural, or lesser-known communities across Canada—outside of Quebec—with the ultimate goal of obtaining permanent residency.
According to official information on Canada.ca, the FCIP will operate as a five-year pilot, aiming to attract a significant share of French-speaking immigrants to designated communities.
Goals of the FCIP
As part of Canada’s national Francophone immigration strategy, the FCIP pursues several key objectives:
- Increase the proportion of French-speaking immigrants to at least 4.4% of total immigration by 2036.
- Support the economic and demographic development of underrepresented areas in provinces such as Manitoba, Ontario, British Columbia, and New Brunswick.
- Preserve and strengthen Francophone language and culture in communities at risk of linguistic erosion.
- Provide a streamlined pathway to permanent residency for skilled Francophone workers.
Participating Communities
Six pilot communities have been officially selected for the program, located in provinces with minority French-speaking populations and the capacity to welcome newcomers:
Province | Community |
New Brunswick | Acadian Peninsula |
Ontario | Timmins – Sudbury – Superior East |
Manitoba | St. Pierre-Jolys |
British Columbia | Kelowna |
Each community features:
- An active local economic development organization.
- An annually updated list of priority occupations.
- Infrastructure for newcomer services, language training, and cultural/employment support.
🔸 Note: Each community updates its list of in-demand occupations annually by March 31.

Who Can Apply: FCIP Eligibility Criteria
To qualify under the FCIP, applicants must meet several requirements:
-
Job Offer from an Approved Employer
A valid job offer is the cornerstone of FCIP eligibility and must meet the following criteria:
- Full-time, non-seasonal, and indefinite employment.
- At least 75% of duties must be performed within the selected community.
- The applicant must have the qualifications to perform the job (education and/or relevant work experience).
-
Certificate of Recommendation
Once the job offer is secured, the applicant must obtain a Certificate of Recommendation issued by the local economic development organization. This certificate will only be granted if the applicant:
- Has relevant experience matching the job’s TEER classification.
- Demonstrates French proficiency at NCLC level 5 or above.
- Provides valid educational credentials.
- Genuinely intends to reside in the community.
Note: The certificate is valid for 6 months only.
-
Work Experience Alignment
Work experience must align with the TEER (Training, Education, Experience, and Responsibilities) level of the job:
TEER of Job Offered | Acceptable TEER of Work Experience |
TEER 0 or 1 | TEER 0, 1, 2, 3 |
TEER 2 | TEER 1, 2, 3, 4 |
TEER 3 | TEER 2, 3, 4 |
TEER 4 | TEER 2, 3, 4 |
TEER 5 | Exact same NOC |
✅ Work experience must be continuous, full-time (or equivalent), obtained within the last 3 years, and match the official NOC job description.
-
Exemption for International Graduates
Graduates from eligible institutions in pilot communities may be exempt from the work experience requirement if:
- They studied full-time.
- Their credential was obtained within 18 months of the PR application.
- For programs shorter than 2 years, they lived in the community for at least 16 of the last 24 months.
- For graduate-level programs, they resided in the community throughout their studies.
-
French Language Proficiency
All applicants must take an IRCC-approved French language test (e.g., TEF Canada, TCF Canada) and score at least NCLC 5 in all four skill areas: listening, speaking, reading, and writing.
-
Educational Credentials
Minimum required education is a Canadian high school diploma or an equivalent foreign credential. If educated outside Canada, an ECA (Educational Credential Assessment) from a recognized organization must be provided (not older than 5 years).
-
Proof of Funds
Applicants must prove they have sufficient funds to support themselves and their families upon arrival, equivalent to 50% of the annual Low-Income Cut-Off (LICO), based on family size.
